Penalty imposed
ITANAGAR, Aug 28: PIO cum Superintendent Surveyor of Western Zone, PWD, Itanagar Public Information Officer Anand Gautam has been imposed a penalty of Rs, 25000 for deliberately defying the orders of the Arunachal Pradesh Information Commission in connection to an appeal made by one Techi Hemu.
In case of his failure to comply with the order, the commission shall invoke section 20 (2) of the Right to Information Act 2005, APIC warned.
NSS training of trainers on gender equity
ITANAGAR, Aug 28: Training of trainers on Gender Equity for NSS Programme Officers began at Don Bosco Youth Centre Itanagar on August 28.
Educationist Dr. Joram Begi exhorted the gathering to give focus on NSS to make the younger generation more vibrant. He said that it has been decided that NSS and NCC will be introduced as an elective subject in the autonomous colleges in Arunachal Pradesh. CBSE is also working on this line. He suggested that NSS should be taken as a mass movement for the younger generation in the State.
Parliamentary Secretary, Education Bamang Felix has underscored the need to utilise science and technology to improve the academic ambience of the State.
"To make our state stronger, we need to provide such types of trainings, he further said.
Regional Director, NSS, Guwahati Sunil Kumar Basumathary highlighted the aims and objectives of the NSS and its importance for state functionaries. He also appraised that Rajeev Gandhi National Institute of Youth Development (RGNIYD), Sriperumbudur is taking proactive role to spread NSS.

Moyong takes over as PAC Chairman
ITANAGAR, Aug 28: Arunachal Pradesh Legislative Speaker has appointed Kaling Moyong as Chairman of Public Accounts Committee (PAC) following vacation of office by Nikh Kamin, who has been appointed as Parliamentary Secretary recently.
Moyong after formally taking over as Chairman of the PAC held an informal meeting at his Office Chamber and discussed on various issues relating to committee with M. Lasa, Secretary, K. TB awareness prog
ITANAGAR, Aug 28: District Health Society (RNTC), Papum Pare organised a TB awareness programme at VKV, Chimpu yesterday to raise awareness among school children about the disease, what it is and how to prevent its spread.
The team from the District Health Society explained in details the causes, signs and symptoms, diagnostic tool, treatment and preventive measure.
Around 500 students of the school along with the teaching staff attended the programme.
A similar programme was also organised at Auxallium School & Health Care on August 20.

ITANAGAR, Aug 28: Assistant Teacher of Govt Middle School, Jara Jotam Toko Taling passed away at Army hospital, New Delhi on August 26 last. He is survived by his wife, three sons and a daughter.

Likabali police recover cache of explosives and arms

ITANAGAR, Aug 28: Likabali police today recovered a huge cache of explosives and live cartridges from a Tata Sumo during a routine police checking at Likabali police check gate. The Sumo was on its way to Silapathar (Assam) from Aalo. Police has arrested one person in this regard while another person managed to flee from the spot. The items seized include 7 packets of powergel explosives, 8 detonators, 7 safety fuses, one 12 Bore SBBL gun, 5 round live cartridges of SBBL gun, one Nokia handset along with 2 sim cards, a cheque book issued from SBI Ranka branch, Sikkim and Purus Jeevan Capsules.
Police on duty apprehended one Iter Ori who was carrying the seized items along with his accomplish Kemba Kami who managed to escape to a nearby jungle on the pretext of going for urine. Both of them hail from Bogdo village under West Siang district.
Police has launched a massive manhunt to arrest the absconder under the supervision of SDPO Likabali Dr. DW Thongon and OC Likabali. Further a case has been registered at Likabali police station vide LKB PS Case No. 26/2015 u/s 9B(1)(b) of the Explosives Act 1884 R/W Section 5(a) of the Explosive substances Act 1908 R/W Section 25(1B)(a) of Arms Act and investigation is being carried out.

ITANAGAR, Aug 28: Massive landslides have occurred at various places under Yangte, Chambang and Palin circles due to continuous heavy rainfall.
Kra Daadi Deputy Commissioner, Habung Donyi, directed all the administrative officers to be on alert and monitor any natural calamity at their respective areas and send reports accordingly. Further, he directed the PWD department to restore the blocked road immediately.
Takar Rava, Circle Officer, Yangte informed that in several places in Yangte Circle, the road links have been washed away.

Another culvert at Papu Nallah to ease traffic

ITANAGAR, Aug 28: For the umpteenth time today, the already traffic harassed denizens of Capital city were forced to drive one way from Papu Nalah. However the reason this time was the extension work that was going on in one of the bailey bridges set up at the block point and not the usual breaking of the bridge. The road was opened later in the evening.
"Additional channel was being added to one of the bailey bridges in advance, so the traffic had to be stopped for some time", informed AE Highway Debia Takam.
According to the engineer, the 8 meters concrete culvert bridge at the block point will take two more months to complete.
"The construction will take around one month, but we have to wait for the curing process also which will take additional 28 days. Only after the curing process is over, the culvert will be open for vehicular movement," he said.
The AE divulged that another 7 meters concrete culvert bridge will be built along the hill side after the completion of the current ongoing work.
"Only after constructing the 7 meters culvert, the two lane full width highway will be complete", he said adding that it cannot be constructed now as it will hamper the already breached road.
In the meantime, while the construction of the culvert is on, the people of Capital Complex have no other way but to bear the brunt of Nature's fury.
Over 1 lakh fingerlings released in Kiile and Panyor rivers
ITANAGAR, Aug 28: Over one lakh fingerlings were released in Kiile and Panyor rivers by Fisheries Department of Lower Subansiri district recently under its "River Ranching Programme/Scheme".
Fingerlings in Kiile River in Ziro were released through ZPM Niitii, Hong Tilling Sambyo in presence of panchayat leaders, general public and officials of fishery department.
District Fishery Development Officer (DFDO) Pani Odyssey, who was present on the occasion, appealed to the general public to protect and preserve the released fingerlings, especially the indigenous species. He advised the Panchayat leaders of the areas to monitor and check fishing using illegal methods like blasting, bleaching etc. She also suggested the people not to fish or disturb aquatic life, especially during breeding season from May to September.
The number of some indigenous fish species with religious importance, which were found in abundant in the rivers, are gradually declining, she said, and urged all to make collective efforts to conserve and protect them.
Fingerlings, like Mahseer, Indian Major Carp, Exotic Carps etc were released. Yazali Anchal Chairperson Nabam Piju released the fingerlings in Panyor River on the same day. Public, panchayat leaders and officials of DFDO Ziro were present on the occasion.
ITANAGAR, Aug 28: While referring to the news items published in this daily on July 12 and August 27 alleging irregularities and fund mismanagement in the execution of water supply scheme at Debing village, the Pasighat PHE & WS Division Executive Engineer today said that allegations are purely fabricated and misleading. The allegation regarding the quality of RCC work for water supply structure at the said village and it's easy washout by the monsoon is a lie since every structure is still intact in spite of heavy downpour since March 2015, the EE said in a statement.
So far the selection of the site is concerned, the diversion of structure (headwork) for tapping water was carried out after a long search of suitable source. The Sarkut portion as mentioned in the news was rejected on technical ground, since the source at Sarkut in particular was unsuitable for tapping water. Moreover, the selection of site for this water supply was done in consultation with PRI leaders as per the guidelines of Ministry for Rural Development (RD) for the better selection and execution of the work, the statement further clarified.
The statement said that on the contrary to the allegation, the Debing Panchayat led by its PRI leaders and HGB have appreciated the work. In fact the PRI leaders had approached the District Administration to clarify their stand and applauded the constructions, the EE said while making available to the press a copy of the letter written to DC by PRI leaders and a HGB.
It further said that due to repeated pleading from the local panchayat and for the benefit of the people, the department had constructed an additional tapping source which is nearby the WTP (Water Treatment Plan) so as to provide additional sustained water supply to the village and which was carried out without any scope in the working estimate.
"Few rumour mongers who are projecting themselves as the voice of the village are misguiding and disrupting the tranquility of peace in the village by way of press media on the completed project (Water Supply Scheme to Debing Village) to the interest best known to them," the statement added.

ITANAGAR, Aug 28: The Bharatiya Janata Party (BJP) Arunachal unit today hit back at ruling Congress party and its frontal wing for coming to the rescue of Chief Minister Nabam Tuki over Guwahati High Court's directive for CBI enquiry in a 10 year old corruption case. In a release, BJP spokesperson Techi Necha alleged that Congress party is giving concocted press statements after the acting Chief Justice K. Sreedhar Rao inflicted graft charges on Chief Minister for awarding of contract works to his kith and kins without floating tender during his stint as the Minister for PWD & UD.
The saffron party urged Congress and its frontal wings to advice Chief Minister to resign on moral ground in the wake of the High Court directive. BJP also alleged that the ruling party has leveled unsubstantiated allegation against State BJP Unit president Tai Tagak and Tamiyo Taga leader of opposition respectively. "Rampant corruption, nepotism and favouritism are prevailing in the entire system of the governance under the present ruling Congress government led by Nabam Tuki. The system of governance and administration of the state has been completely dismembered.
The SIT and SIC have charge sheeted several sitting ruling Congress MLAs and Ministers along with the high ranking officials, which includes the Secretaries and Deputy Commissioners under the infamous multi crore PDS scam. But these tainted public representatives and officials are allowed to hold the public office by breaching the propriety of the office," the BJP stated. Questioning the move to approach Supreme Court, party questioned why Congress is scared to face CBI probe if indeed the Chief Minister is clean.

Support villagers living along LOC
The continuous ceasefire violation along the line of control by Pakistani security
forces has made life miserable for the people living along the international boundary.
In the last one year people of Jammu & Kashmir has suffered a lot due to ceasefire
violation. Many innocent lives are being lost and hundreds of villagers are getting
displaced. Today three civilians were killed and seventeen others injured in R.S.Pura
sector along the Indo-
The BSF troops guarding the border gave befitting reply to the Pak shelling and the heavy exchanges from both sides lasted till around 10 am this morning. Dozens of villages and equal number of forward border outposts have been affected by the Pak shelling. It is clear that Pakistani forces are deliberately targeting the civilian areas which have triggered panic among the people. The response of Indian government is not adequate enough. Besides giving tough response to Pak forces, the government should find out means to protect the lives of villagers living along the LOC. The affected villagers should be adequately compensated for the loss. Pakistan should also understand that violence will not lead to any conclusion and dialogue is the only means to resolve the outstanding issues. Both India and Pakistan should create congenial atmosphere, so that dialogue process can resume at the earliest.

Let it be a model polytechnic

Apropos to the earlier press release “Establish Polytechnic” as published on dated 13th August 2015 edition of this daily, I would like to add few relevant points to the implementing agency that, the people of Sippi area extends thankfulness to the concerned authority and Land Feasibility Survey team of Government of Arunachal Pradesh. And I would like the implementing agency to establish the Polytechnic at the earliest based on the recent survey report.
But, while studying survey report certain criteria should not be left out like road communication, power supply, water supply, telephone service, proximity to towns, easy access to libraries and stationeries, study environment, easy access to health care services etc.
Based on the above criteria, I would like to draw at your notice that Ngudar (Sippi) is located at 12 km from the District HQ Daporijo with all weather road connectivity and is along proposed two lane defence road. It has perennial fresh water sources, with its own power house at Batam just 2 kilometers away from the proposed site; it has its own satellite tower (GSM Mobile Service) for internet access and telecommunication connectivity.
Since this area has so many education institutions therefore it is an educational hub of the district thus it promotes study environment and competitions among the students thus quality education can be achieved. The area has plenty of raw materials like boulders, sand, gravel beside stone crashers already installed near the proposed site and bamboos etc, available for the construction of the required infrastructure.
But, it is the prerogative of the concern authority to select the suitable site for the Institution based on their study report. However, it is expected from the higher authorities that they would not compromise Education for anything else. This institution would be a permanent asset of the Upper Subansiri district so it should be decided in such a way that the institution doesn’t lie defunct after it is established.
It is a technical institution which should have better infrastructure so that poorest of the poor student can acquire professional courses who otherwise would have gone to other state to pursue various diploma courses and spend huge money.
The institution can be established anywhere within the district but the concern authority should stick to the prescribed guidelines to avoid legal complicacies in future.

Revamping quality education scenario is a distant dream
Dear Editor,
Even though the Govt. Of Arunachal Pradesh and both the Education Directorates are striving hard to revamp and upgrade the quality of education in Arunachal Pradesh, it seems that it will remain a distant dream until and unless we work harder, as per my experience in 25 years of continuous service in different schools and location.
The problems in primary schools are that the school starts at 0900 hrs but the actual classes begin at 0930 hrs. And the same school serves MDM at 1130 to 12 hrs. As such the school runs for three or less than three hours in which children are taught for up to 3 periods a day. As such the children are deprived of their valuable periods and subjects. The BEO’s/ CRCC’s who are to look after these problems, keeps mum as if all are going smooth. The teachers who are discharging their duties silently and in remote corners of Arunachal never come to lime light and are never been recognised or awarded with Teachers Award.
The Middle Schools are too not sailing smoothly. Shortage of teachers, infrastructure like teachers’ quarter, class rooms and furniture have always been there. Future aspects and feasibility of up gradation of Primary school to Middle School were not taken into before up gradation for which there is low enrolment in Middle schools or are defunct due to lack of teachers.
In Secondary and Higher secondary schools, even though classes are functioning ,
there is acute shortage of subject teachers. Due to availing of CCL (child care leave)
many schools have lost valuable sessions. Till today no Vice Principal and Headmaster
is seen taking their classes even for a period even though they have to take 18 periods
a week as allotted. The non-
The trained Graduate teachers, as I have observed, having the B.Ed qualification, but are never bothered to teach as per their B.Ed training procedure. As such the requirement of
B.Ed qualification for promotion to Junior Teacher is not only baseless but also valueless.
As for an example a TGT with B.Ed. degree does not know what is an Anecdotal record and a teachers diary.
Here, I want to express my views, if these points can help for revamping a better and quality education for Arunachal children.
1. All the Primary Schools be instructed to run up to 1400 hrs every day.
2. Feasibility of up gradation of primary schools to Middle school may be taken into account.
3. The CRCC’s be attached to HSS or Secondary Schools and allot 2 or 3 periods a day.
4. Sufficient LDC/UDC be posted in all Secondary and Hr. Sec. Schools.
5. The Vice Principal and Headmasters be asked to take allotted periods as per the norms.
6. The various funds may be disbursed to schools before re-
7. The MDM menu be prepared in DDSE level and the schools be asked to maintain strictly. The children are fed up with served porridge (khichdi) and seen reluctant to take ( Kichdi) any more.
8. Text books be supplied to schools before Summer vacation.
9. Regular and timely payment of salaries of SSA, RMSA and KGV school teachers.

Gentleman and cricket
Dear Editor,
The “pundits”, media and the sponsors can zealously project Sachin Tendulkar as “God”;
but the fact remains that when Sachin Tendulkar averaged 53.78 in Test cricket, the
comparatively unsung Sri Lankan has bowed out with an outstanding average of 57.4
! Not to forget that while Tendulkar religiously used to fail in crucial junctures,
succumb meekly when it mattered the most and rarely had played a significant role
in Indian wins; Kumar Sangakkara played like a Tiger in critical situations throughout
his glorious career and had helped the team to win or save a Test on innumerable
occasions. Just by the yardstick of batting average itself, Sangakkara has proved
himself to be more successful and superior than Tendulkar. And who can forget his
skills as high grade wicket-
But unlike India, Sri Lanka is not a large cricketing market that can be exploited to the full by the commercial enterprises to make a quick buck. This is the very reason why Sangakkara did not get his due praise and appreciation despite his extraordinary feats. But true cricket admirers, irrespective of their nationalities, are in awe of the talent and skills of him and feel privileged to have watched the game of the great named Kumar Sangakkara.
Moreover unlike certain “superstars” who prefer/preferred to linger in the team, despite being an absolute liability, by banking on past record, glamour and influence; Sangakkara has voluntarily yielded place to new immediately after he witnessed a bit of dip in form. We all should learn from Sangakkara what accountability and selflessness are all about. Not to forget the gentle behaviour of Sangakkara on the field. What a contrast to certain “brave” cricketers who try to prove their aggression through verbal abuses and obscene gestures towards opponents!
Indeed no thanks is enough for Kumar Sangakkara for providing pure entertainment in cricketing field and also for being a role model as far as an ideal human being is concerned.
Lastly, Hats off to the Sri Lankan soil which keeps on presenting us the likes of Mahela Jayawardene, Muttiah Muralitharan, Sanath Jayasuriya or Kumar Sangakkara — all epitomes of gentleness, politeness, greatness and civility and selflessness.
